There is a subdirectory gowin_license_server/SCLPortableVersion/linu圆4/bin. You can download the License server from there Website, but there install documentation does not fit the downloaded package.
On Linux you need a License server for Synplify, license file is not supporte, they state it also in ther documentation. I installed is successfully on Ubuntu 16.04 LTS.
